Yes that will work. Start an activity on the watch and it will record heart rate broadcast from the chest strap. If you don't wear the watch then just keep in close enough to receive the radio signal. You can just wear the HRM-Pro Plus without a watch and it will record heart rate and upload to Garmin Connect through your cell phone.

Why doesn’t health app import garmin connect heart rate data The health app is set to accept health data from Garmin Connect and heart rate is on, but the data collected is only basic activity type, time and distance. No heart rate or other data is collected therefore health app mis-calculates VO2max and other health measures.
