I'm pretty sure that's because a different mod is overriding the KeepInventory thing. If you want to keep XP on death, check the Corpse Complex config, there should be a way to keep XP on death. Under corpsecomplex.cfg, if you use "ctrl + f" and search "Keep ALL XP" and change it to true, it should work.

Description. In snapshots 20w16a and 20w15a mining quartz doesn't give any XP for some reason. I've tried mining with no XP levels and with XP levels and it doesn't change whenever I mine quartz. The XP comes out of the ore but isn't added to my XP bar.
