Torqueapp is free, OBDII port reader is $15. It should be 185 to 195F when the thermostat begins regulating the temp. If the water pump is turning you likely have flow or the engine would boil over in 5 minutes. Although there are cheap pumps with plastic blades that break so don't underestimate that.
